No. It's made from Smart Objects, and Photoshop Elements doesn't fully support Smart Objects.

How to resize the kaleidoscope and segments to have a good quality??

It's not easy. But Possible. In case you will need a big HQ kaleidoscope (let's say 5000x5000px) but you only have like 800x800px . You will need Adobe Illustrator by hand. Currently the SmartObject is raster small image with triangle mask, what you need to do is make exact small triangle mask but in Adobe Illustrator, as it will not rasterize into small image and quality can be flexible. 1. Open desired Kaleidoscope in Photoshop 2. Edit Contents of any Smart Object, in window will be triangle shape with mask 3. Export Path to illustrator (File>Export>Path to illustrator) it will create this triangle shape as AI, 4. Open created triangle.ai in Adobe illustrator, make sure you selected the "crop areas"when opened it. it must be the same size triangle as it was in photoshop (otherwise kaleidoscope will be broken) 5. When you opened triangle in illustrator, put your HQ image to triangle and make a clipping mask, (it's sort of the same like in photoshop) 6. Afterwards save it as .ai file 7. Return to Photoshop and resize your kaleidoscope to desired size (5000x5000px) 8. Then select any smart object and select "Replace contents" 9. Replace with newly created .ai file and you should have high quality image point №7 can be also the last one

HOW TO USE * Easy as hell. Just doubleclick on any layer thumbnail, or RMB "Edit Contents" to any layer. In opened window you'll see a triangle with demo image, attach your own - make sure it's used as "Clipping Mask" to "Mask" layer, so it must be in shape of triangle. Close and Save and wait while magic begins.

Note that 1200x800.psd might work slow on old machines. If you meet problems with performance, it's recommended to use a PATTERN psd file instead.

How can I unzip product files?
