Can I use this in a commercial project?

Absolutely, use them as much as you want and whenever you want. The only restrictions is that you cannot resell this product.

How does this effect actually work?

The effect starts off with a regular text layer that is converted into a smart object. From there we duplicate the smart objects multiple times to get the 3D effect. How do I reduce the 3D depth?

You can easily reduce the 3D depth by hiding the bottom layers in the grouped 3D folder.
